China's communications market has developed in an imbalanced manner, thwarting fair competition. Up until the third quarter of 2010, the top three communications operators China Mobile, China Unicom and China Telecom had 570 billion, 170 billion and 83 million subscribers, respectively. Of them, China Mobile's TD subscribers reached 15.28 million and the number of China Unicom and China Telecom 3G subscribers amounted to 10.55 million and 9.15 million respectively. Recognizing the limits in adjusting the competition structure through attracting new subscribers, the Chinese government has reinforced support for late comers with the goal of regulating market asymmetry and adopting MNP services. After two years of preparation, the government announced a policy for the adoption of mobile number portability (MNP). MNP services will promote fair market competition. The adoption of MNP services would change mobile operators' management mindset and promote competition for better services on a level playing field.
